1. 研究目的与意义

China's achievements have made the world eagerly know how to successfully carry on governance from all aspects. In order to better spread the Chinese concept, to tell the China story well and to put forward more Chinese proposals for other countries, the accurate and authoritative C-E translation as well as its research of GWRs plays a very important role. The authentic English translation of political texts or documents is directly related to upgrading the national image in expressing Chinese culture and its values. The Relevance Theory plays an important role in guiding the translation activity.If translators can apply the theory flexiibly, the international exchanges can get better promotion.

2. 文献综述

Dan Sperber and Deidre Wilson proposed the Relevance Theory in 1986. They state that people have tuitions of relevance; they can distinguish relevance from irrelevant information, or in some cases, more relevant from less relevant information (Sperber however, more and more linguists find the deficiency of the traditional conversation theory. In 1950s, Grice found that people in everyday conversation instead of telling each other things directly, they imply something. And he put forward that communication interweaves code model and inferential model. In the post-Grice period, linguists tried to simplify Grice's cooperative principle and four principles into a set of principles. Enlightened by Zipfs least effort principle (1949), Sperber and Wilson partially modified Grices principles and selected the essence of other communicative theories. The Relevance Theory indicates that communication is an ostensive-inferential process. The understanding of discourse is a cognitive activity.As the most authoritative and formal political text, the translation of GWRs has attracted a lot of attention, and many scholars have done this kind of study and provided valuable contributions for the later research materials and translation standards.Jia Yuling (2003) says there are three reasons why the translation of the GWR is inclined to "Chinglish": the Chinese characteristics of the words, higher requirements for fidelity to the original text, the structure of the text (p.26).Dong Mengna (2011) analyzes the translation of political buzzwords with Chinese Characteristics from the perspective of domestication and foreignization.Na Jinfeng and Li Shaohua (2010) clarify that the English translation methods of Chinese political buzzwords are mainly literal translation, free translation and literal translation with annotation. They suggest that it is best to use transliteration to reflect Chinese characteristics (p.58).According to its specific cultural background, it is difficult to find the corresponding translation in the target language, and thats the reason why most target readers who do not share the same cognitive situation cannot fully understand the translation. In Aixelas (1996) words, buzzwords are some terms appearing in the source text which does not have equivalent items in the target readers cultural system or these words have different textual status with those in the target readers cultural system (p.56). Overseas Researches of the Translation in the Light of the Relevance TheoryIn 1986, Dan Sperber and Deidre Wilson published their work, Relevance: Communication and Cognition. Though the Relevance theory is not a pure translation theory, it has a strong guiding effect on translation. Before Gutt, Honig and Paul put forward the principlesufficient degree of precision in 1982, which actually refers to relevance. In 1991, Gutt put forward the famous relevance-theoretic translation theory in Translation and Relevance: Cognition and Context. He brought the Relevance Theory into the field of translation. In the Relevance Theory the need for target readers to recognize the degree of resemblance intended in interpretive use is part of the general requirement for successful communication (Gutt, 2010:190). However, there are many criticisms on Gutt's view that the Relevance Theory can explain all translation phenomena, such as Tirkkonen-Condit(Wang Jianguo, 2005). Peter Newmark speaks highly of Gutt's work on relevance and translation and thinks that the Relevance Theory, to a great extent, resolves the defects of communicative translation and semantic translation, but he also raises some questions. For example, Gutt deems that one doesnt translate the things recipients have already known and explain the things the translator thinks the recipients dont know. And Gutt firmly insists on this principle. Newmark (1993) thinks Gutt sometimes is too subtle and what Gutt says is theoretically correct but typically wrong (p.106). No theory is perfect. Despite criticism, scholars do not object to the guiding significance of the Relevance Theory in translation. Domestic Researches of the Translation in the Light of the Relevance TheorySince the birth of the Relevance Theory, its ability to guide translation has attracted the attention of domestic scholars. Lin Kenan is the first scholar that introduce Gutt's relevance translation theory into China. As a result, the research of domestic scholars on the Relevance Theory is no longer limited to the theory itself. Lin Kenan (1994) argues that the Relevance Theory perfectly explains what should and shouldn't be translated.Zhao Yanchun highly praised the role of the Relevance Theory played in all kinds of translation activities. The Relevance Theory solved the problems of translatability and whether equivalence principle is needed in translation. Zhao (1999) also believes that the Relevance Theory is an important turning point for translation theory to change from static state to dynamic state. According to the Relevance Theory, the translation should be based on inferential mode and supplemented by code mode. Zhao discussed the issue of default in translation in 2003. Zhao (2003) believes that default is inevitable, because in the process of processing information, people have a natural tendency to get the best effect with the least effort, which is determined by their biological characteristics (p.118).Li Zhanxi and He Ziran (2006) analyzed the cultural deficits in the translation of cultural images from Register of Relevance, and thinks that the main reasons are as follows: recipients have different understandings of the same cultural image and the unique Chinese cultural image is not within the cognitive environment of foreign readers.Meng Jiangang (2001) put forward that the process of textual coherence reconstruction in a translation is the process of the translator seeking relevance. Wang Youqin (2009) analyzed the strategies of cultural translation under the Relevance Theory. Xu Qingli and Wang Fuxiang (2002) analyzed the explanatory power of the Relevance Theory on humorous speech. Su Yuanyun (2010) and Hu Jingfang (2012) discussed subtitle translation from the perspective of the Relevance Theory. And Wang Bin (2000) put forward the shortcomings of the Relevance Theory in translation activities. The Relevance theory only pays attention to the transmission of psychological schemata, which though explains whether translation is translatable, also confuses the criteria of translation (p.15).
